  I am working on a project near Durango CO that involves settlement issues. The previous reports talked about possibly surcharging and wick drains to preload the site. The laboratory tests included swell/consolidation tests.

I am questioning the need for surcharging since the SPT N-values are relatively high (generally greater than 10), the water table is low, and in some instances the soil is granular. I do not have significant experience in areas that contain swelling soils. How would I determine the amount of settlement and the time rate of settlement based on swell/consolidation test results? How do you surcharge soils with a low water table?
