  Could anyone tell me how to obtain a hardcopy or softcopy of the following codes of practice foe design Large diameter bored piles
1- Canadian foundation engineering manual.
2- French practice Fascicule 62-v\ (1993).
3- Navy engineering manual.

  I presume you want design manuals published by NAVFAC (the US Naval Facilities Engineering Command). Lots of US government stuff is freely available. Other governments - please note and follow their example.

The homepage of this site has a 'Documents' section with an item 'NAVFAC DOCUMENTS' that takes you to a page where you can scroll down to an item 'Design Manuals on WBDG' that takes you to

Under the NAVFAC logo there is a 'Go to...' drop down list - from which select 'Navfac publications' and you are there (almost).

Here you will see a list of design manuals including DM-7.02 Foundations and Earth Structures (1986).
Note that the US military are in the process of creating a more 'uniform' source of design guidance instead of having separate design guidance for navy (navfac), army (usace) etc. Some Navfac documents have been cancelled or inactive e.g. DM-7.02 is 'inactive for new design'.
