Please note that the rate of loading during a dynamic impact test is different to that of a small-strain seismic test. As pointed out in the publication you refer to (Keynote Lecture at ISC´2 Conference in Porto), the rate of loading during a seismic test is of the same order of magnitude as that during a conventional static test.
However, in the case of a falling-weight test, the rate of loading changes during the duration of impact – thus it is not constant as in the case of a seismic test.
We have worked on solutions for the impact test and intend to publish the data at an appropriate occasions.
