It is possible to isolate ground vibrations propagating in soil layers using open trenches. However, this method may not be practical for permanent installations.
A new method using gas-filled trenches has been used successfully on a number of projects, where builings were protected from traffic-induced vibrations.

There are examples of seismic isolation of multi-story buildings in Russia, Ukraine, and USA. Long time ago, I watched movie about seismic isolation of a five-story residential building in Crimea. You should address you question to the Seismological Society.
Good luck!

You can find some examples on isolation systems in the book by Barkan (1962):"Dynamics of bases and foundations". McGraw-Hill. Even if it is old, it also contains some experimental measuremeants on real case histories. Another useful book is that by Richart et al.(1969) "Vibration of soils and foundations", Prentice-Hall.
