You need to use the coefficient of lateral earth pressure to convert the vertical pressure into horizontal. This coefficeint depends on the type of soil inside the ring. Then you need to convert this lateral pressure into a tension in the ring. This is easiest to visualiize by cutting the ring in half. Then you have the lateral pressure along the cut edge, and tension in both sides of the ring. Therefore the tension, T = (lateral pressure* diameter)/2.
