I think that 'Geo-Environmental' has arisen as a term because a) it is often convenient to carry out intrusive investigations in order to sample and test for environmental contaminants at the same time as for geotechnical purposes (classification and physical properties of the soils). b) environmental remediation or mitigation work, or design of disposal/containment works, often involves the kind of civil engineering construction lead by geotechnical engineers - ground treatment, earthworks &c. c) in many firms 'pure' geotechnical work and environmental work are carried out by people in the same administrative division. Quite often engineering geologists do both types of work.
Geo-Environmental work is generally different from 'Environmental' work as it usually involves some disturbance of the ground for purposes of construction. This can lead to accelerated release of contaminants to the environment. Also required is an assessment of the effect of contaminants on construction materials and processes, and of risks to construction workers and others. An 'Environmental' assessment may lead to 'Geo-Environmental' work when it is decided that some measures must be taken to improve the environment.
